To be successful, an organization must have a clear vision, a powerful mission, and sound values that are based on what is important to its users. The Garland Parks, Recreation, and Cultural Arts Department is developing a strategic plan that will establish a future direction to accomplish its mission and achieve its vision. The elements to develop a strategic plan include reviewing mission, vision, and values; assessing current organizational performance; agency review of strengths, weaknesses, opportunities and threats; and consideration of demographic changes and emerging parks and recreation trends. As part of the strategic plan development process, it is vital to receive input from the public to develop a plan that will meet the future needs of Garland residents. A special meeting has been scheduled at the Plaza Theater on the Downtown Square, 521 W. State Street, on Thursday, November 8, from 7 – 8:30 p.m. to allow the public an opportunity to review the strategic plan development process and provide feedback and information to strategic plan consultant Barbara Heller.

Public participation is very important so that the department’s strategic plan process can receive direction from those that are served by the Parks, Recreation, and Cultural Arts Department.
