In January 2009, Water Utilities received recognition from the Texas Municipal Utility Association as the Outstanding Municipal Utility in Texas.
The utility met the following requirements:

- It has enhanced the prestige of all municipal utility systems.
- It has made a measurable improvement to customer services.
- It has developed innovative solutions to any utility problem
In September 2008, Water Utilities received the 2008 North American Water Utility Technology Innovation Green Excellence Award. Frost & Sullivan's Green Excellence Awards are presented to companies that have excelled in green product and technology innovation and service achievements that promote sustainability. These awards recognize groundbreaking ideas and innovations that originated from a firm sense of environmental responsibility across a multitude of disciplines.
The Green Excellence Awards are a segment of Frost & Sullivan's Best Practices Awards, a research program that recognizes companies in a variety of regional and global markets for demonstrating outstanding achievement and superior performance in areas such as leadership, technological innovation, customer service, and strategic product development. Industry analysts compare market participants and measure performance through in-depth interviews, analysis, and extensive secondary research in order to identify best practices in the industry.
In October 2008, Water Utilities received the Best of Texas Award given by the Center for Digital Government for the organizations new category of Green initiatives. The Green IT award was given to the water utility for displaying excellence in using fleet management solutions to promote Green programs and services.
In October 2007, Water Utilities received the Best of Texas Award given by the Center for Digital Government for Best Technology Solution Serving Business Objectives. The Work Management and Notification system was judged as winner in this category for innovation, cost savings and advancement in communications.
In June 2006, Water Utilities received recognition as an innovator in Local Government from The Innovative Group (IG). The award was presented to Jack May, Managing Director of Water, Wastewater, Wastewater Treatment and Facilities Management by Texas Regional IG Director Froswa' Booker-Drew. Water Utilities received the national recognition for their innovative use of GIS technology as a base map for facilitating vehicle tracking and work order management.
The Garland Water Utilities Department was recognized for performance excellence in October 2004. The Garland Chamber of Commerce selected the City water utility as the recipient of the 2004 Garland Excellence Award. This annual award is presented to organizations that serve as role models for quality, customer satisfaction, and performance excellence in Garland.
