Envision Garland Comprehensive Plan

Envision Garland is a citywide effort to develop a comprehensive plan addressing the opportunities and issues that affect the City’s future. Among the key issues facing Garland are the challenges of reaching “build out” – reaching the point of having no undeveloped land in the City; a changing demographic composition; and a need to revitalize existing residential and business areas within the City.

The Garland City Council voted unanimously to adopt the Envision Garland 2030 Comprehensive Plan at its March 20, 2012, meeting. The vote followed a series of public hearings at which residents, business owners, property owners, and community organizations shared their thoughts and suggestions on the plan. The plan document is also available at Garland public library branches, the Planning Department's office at the Main Street Municipal Building (800 Main Street, 2nd floor), and the City Secretary's office at City Hall (200 N. Fifth Street, 1st floor).
