Health Authority

Dr. C. Tim Lambert, MD, received his undergraduate degree from the University of Texas in El Paso. He received his medical degree from the University of Texas Medical Branch in Galveston and completed his residency at John Sealy Hospital in Galveston. Dr. Lambert is board certified through the American Board of Family Medicine. He has been the Health Authority for the Garland Health Department since June, 2005. 

A health authority is a physician appointed under the Local Public Health Reorganization Act, Health and Safety Code, Chapter 121 by the governing body of a city, county, or public health district to administer the state and local laws relating to public health.  (Texas Administrative Code, Title 25, Part 1, Chapter 85, Subchapter A, Rule 85.1)

Deputy Director of Health

Victoria YeattsVictoria Yeatts, MSN, RN, has overseen the Clinical Services division for the past 15 years. As Garland’s public health administrator, Ms. Yeatts directs the operation of the public health clinic, which serves over 20,000 patients per year. 

Ms. Yeatts serves on the Department of State Health Services (DSHS) Public Health Funding and Policy Committee established by Senate Bill 969 in the 82nd Legislative Session and is the Clinical Services Chairperson for the Public Health Advisory Committee for Dallas County. She is on Advisory Boards for the Parkland Garland Health Center, the Garland Independent School District Career & Technology Program, and New Horizons, a program for pregnant or parenting students. 

In addition to her role as director of Clinical Services, Ms. Yeatts makes presentations to professional and community groups on numerous public health topics. She also provides mentoring for undergraduate and graduate nursing students.

Public Health Nurses

  • T. Davis, MA-HUSC, RN - Ms. Davis is the coordinator for the Well Baby/Child services.
  • C. Ducote, BSN, RN - Ms. Ducote directs the Perinatal Hepatitis B Prevention program.
  • J. Pierson, BSE, RN - Ms. Pierson is the Nurse Educator and oversees the Vaccines for Children/Outreach program.

Outreach Specialist

I. Ramos- Ms. Ramos audits monthly reports from Garland TVFC providers and provides ImmTrac assistance to the community and local providers.  Please call her if you would like to be enrolled in ImmTrac, the Texas state immunization registry. Contact (972) 205-3361 for more information.

Customer Service Staff

The clinic’s front office is staffed by friendly, courteous personnel who are also bilingual. They are happy to assist clients with appointments, registration, or information.
