Disposal Facilities

The City of Garland has received complaints of odor coming from the Hinton Landfill, located at 3175 Elm Grove Road. The Garland Health Department now oversees environmental compliance for the landfill and responds to complaints individually. No changes to the waste accepted or the landfill operations have occurred.  We believe that any increase in emission of odor-causing chemicals from the landfill is due to weather conditions such as stagnant air, wind speed and direction. The City is aware of this issue and is considering options to help minimize the odor.


Long term solutions may include an increase in the number of landfill gas extraction wells that capture and burn off the odor-causing chemicals.  This project, which is projected to exceed $1 million in cost, requires Garland City Council approval. The earliest construction would begin is spring 2017.  In the interim, other proposals to minimize the odor are being discussed by the city’s third party engineering consultant. A 24-hour Odor Complaint Hotline has been established for citizens to leave a recorded message about their concerns. The City will respond those messages during normal business hours, Monday - Friday, 8 a.m. to 5 p.m.

 The City of Garland Environmental Waste Services Department owns and operates the following solid waste disposal facilities:

These facilities are permitted for use by the Texas Commission on Environmental Quality and adhere to all local, state and federal laws.

Landfill Charges:

Garland residents can drop off normal household waste for free:

  • Bring proof of residency such as valid driver’s license or current utility bill.
  • Unload the waste yourself.
  • Only bring waste from the household where you reside.

Non-Garland residents and commercial customers will be charged a per-ton fee based on weight of load:

  • Security deposit is required.
  • Minimum charge of $10.
  • Cash, no bills larger than $20 accepted.
  • Debit/major credit cards accepted except American Express.
  • Local pre-printed checks only.  Bring copy of the driver’s license of person who signed the check.

Automated dumping vehicles/trailers: $35.00 per ton

Non-Automated dumping vehicles/trailers: $52.50 per ton

The following items are not accepted in curbside bins but can be recycled at the following places:

  • Household Hazardous Waste such as paint, pesticides, fertilizers, pool chemicals. Note: Take items to Home Chemical Collection Center located at 11234 Plano Road or call 214-553-1765 for operating hours.
  • Plastic Grocery or Cleaner Bags – recycle at your favorite retail store that has a bag collection container at the front of the store.
  • Scrap Metal – recycle at the Drop-Off Recycling Center.
  • Corrugated Cardboard - too large for the container – recycle at the Drop-Off Recycling Center or at a satellite cardboard recycling container near your neighborhood.
