By City Ordinance, you are able to petition to have your currently unpaved alley paved.
Improvement projects for unpaved alleys may be initiated by petition only in block-length segments. Abutting property and the owners thereof shall be assessed a 33% share of the cost of the improvements as limited by the enhanced value to the property.
Upon application you will be provided with a petition form for you to circulate among the other owners of property abutting the proposed improvements. If the petition is returned signed by either at least fifty-one percent (51%) of the abutting property owners or the owners of at least fifty-one percent (51%) of the abutting frontage, then staff will prepare the necessary documents to submit to City Council. The City Council may then determine the necessity for, and order, the proposed improvements after confirmation that funding is available. After such determination an enhancement study, design plans and specifications, and a cost estimate will be prepared before the construction will begin.
