Garland is fortunate have both vacant developable land as well as stable, already established residential and commercial districts. Each quality new development reduces the amount of vacant land. This scarcity makes the redevelopment of already developed land more important. Business and residential growth will primarily come from the use, reuse and transformation of already built residential and commercial areas.
