As the community approaches build out, the characteristics that once differentiated the plan areas are becoming less and less pronounced, and the City has begun moving towards the creation of a citywide comprehensive plan for addressing broad, long-range goals and a neighborhood planning program to address smaller area issues aimed at strengthening the places where people live, work and play. Both of these initiatives are expected include broader citizen participation throughout the planning process and better interdepartmental coordination of plan implementation. Previously, Garland conducted comprehensive planning utilizing a sector plan format, dividing the City into five planning areas that together comprise the Garland Comprehensive Plan. Each sector plan includes a collection of goals and recommendations related to topics such as Parks and Recreation, Transportation, Land Use, Community Services and Urban Design and a Future Land Use Map that illustrates the desired land use pattern for the area. Demographics
The Planning Department serves as a point of contact for demographic information in the City of Garland. The U.S. Census Bureau is the official data source for most of the demographic information. Every ten years, the Census Bureau conducts a complete count of the population and collects sample data from households to gather socioeconomic and demographic characteristics of the population.
Transit-Oriented Development
Encouraging transit-oriented development (TOD) around Garland’s two Dallas Area Rapid Transit (DART) light rail stations is of primary interest to the Planning Department. Anita Russelmann, Assistant Director of Planning, serves as the Garland Station Area Development Contact. This single point of contact provides information regarding the Station Area Plans, zoning and land use regulations, development incentives, capital improvement programs and more.
